Cynthia Louise Bissett was born on August 30, 1954 in Wheeling, West Virginia. She grew up in a small town environment that helped shape her strong values of family, community, and service. Though details of her childhood are private, it’s clear the Midwestern values of her upbringing have stayed with Cynthia throughout her life.

After graduating high school, Cynthia pursued further education at West Virginia University, where she studied English literature. It was there that she met her future husband Joseph Germanotta, who was studying business. The two married in the late 1970s and eventually relocated to New York City to start their careers and family.
